Fluffy Phantom is a enemy in the Yoshi series debuting in Yoshi's Woolly World it is a cloud-like enemy made of cotton wool.

Fluffy Phantom first appears in Yoshi's Woolly World they are only found in Flying-Carpet Cruise they attack by blowing a gust of wind this can be an advantage since Yoshi can use this to reach higher areas while on the carpet some can be found on the ceiling where they serve as a hindrance as they can push Yoshi's carpet towards a bottomless pit they appear without warning they hurt Yoshi upon contact they can be stunned by throwing a yarn ball at them which causes it to retreat to edge of the screen.
